June 21, 2006
Special Budget Hearing and Adoption Meeting for the 2006-2007 Fiscal Year – 9:45 AM

Supervisor Pat Dean opening with the Pledge of Allegiance to the Flag called the meeting to order at 9:45 AM.  Treasurer, Jan Alley, Clerk, Kathie Hart and Trustees Vince Barry and Mike Fagan were present. 

Guest Bill Karbowski, B&K Appraisal, stated that the millage levy used to support the proposed budget is not higher than the 2005 millage.

The following documents estimated fund balances as of July 1, 2006 and estimated 2006-2007 budget expenditures.

Motion by Fagan and Alley to support the 2006-2007 budget as proposed.  Roll Call was taken – All Ayes. MC

SECORD TOWNSHIP BOARD MEETING
June 21, 2006
REGULAR MONTHLY TOWNSHIP MEETING – 10:00 AM

Supervisor Pat Dean opening with the Pledge of Allegiance to the Flag called the meeting to order at 10 AM.  Treasurer, Jan Alley, Clerk, Kathie Hart and Trustees Vince Barry and Mike Fagan were present. 

Public Comments –Citizen, K. Magnus, expressed concerns over building code violations – Dean to address concerns; M. Hess announced her candidacy for Prosecuting Attorney in the August election; T. Evans announced his candidacy for Circuit Judge, 55th Circuit Court, in the August election and K. Cousemeau presented information on the efforts of ORV users to extend usage to County roads.

Motion by Barry and Fagan to approve the minutes of the May 17, 2006 meeting.  All Ayes. MC

Motion by Barry and Fagan to accept the Treasurer’s report as read.  All Ayes. MC

Motion by Barry and Fagan to pay the bills for May – Payroll checks #14088 - 14116 totaling  $3,626.71.  General Fund checks #14117 – 14126 totaling  $25,984.14.  Fire Fund checks #14127 - 14131 totaling $13,909.14.  All Ayes.  MC

Guest Josh Reid, Gladwin County Commissioner, reported on the EDC seminar; County junk enforcement; concerns on meth labs and drug enforcement in County; that R. Seebeck had been added to EDC and there has been no progress on recycling for the County.

B&K Appraisal advised that the summer tax bill this year would be increased to 2/3rds from the County; legislation was being reviewed regarding commercial business tax appeals procedures and that there is a possibility that the County would be handling assessment responsibilities by 2009.

Fire Board Chair reported that member, T. McCarthy, would continue on the Board until further notice; the skid unit had been received and is being added to the brush fire truck; reminded all of the August election millage request; advised that flyers would be sent to all residents to explain the need for the millage and advised that the Secord Fire Association would be meeting on Thursday, June 22, 2006, 7 PM, at the Secord Bar.

Planning Commission Chair, T. Mitchell, advised that the Commission had attended the school on upcoming zoning changes regarding jurisdiction changes in process and advised that the next Planning Commission meeting would be held July 12th at 10 AM at which time they would discuss these issues.

J. Breault offered his resignation from the Secord Volunteer Fire Department.  Motion by Alley and Fagan to accept his resignation.  MC

Dean advised of the road work scheduled for the year and advised that he had asked for a cost from the County to work on drainage and gravel the remainder 6/10thsof Wirtz Road.

Zoning Administrator, J. Carroll, presented a request for a lot split.  After discussion, the request was tabled until further information regarding structure location could be verified.

Hart informed all of the new voting machine for physically challenged voters and advised election workers that recertification was needed prior to the August 8th election.

Dean advised that a legal opinion had been received on easements in question in Secord Township and that one issue would be addressed as required.

K. Wilton, expressed concerns regarding weed treatment in regards to the dam. 

Motion by Fagan and Hart to adjourn at 11: 30AM.
