PLANNING COMMISSION

Commission meeting of October 13, 2010 @ 10:00 A.M.

MINUTES

The meeting was called to order at 10:00 A.M. by Rex Rowe, Chairman. The Pledge of Allegiance was recited.

Minutes of the previous meeting: Motion to approve the minutes of the September 8, 2010 meeting was made by Jenny Carroll and seconded by Colin Combs. The minutes were approved and will be submitted to the Township clerk.

Old Business:

1. Review Fence Ordinance revision Rev.# 402:12:E
Rex review the Fence ordinance and mentioned that it had been sent to the attorney for review. The attorney commented that he found some inconsistencies. He will forward copies of some other township’s ordinances for our consideration.

2. Review Floating Dock Ordinance revision Rev.# 402:11:D
The Floating Dock Ordinance was also sent to the attorney for review. The attorney’s only comment was to make sure that we clearly defined “Floating Docks” as free floating structures that are not attached to the land. Martin Holmes brought to the attention of the commission that the DNR has specific requirements on Ice Shanties regarding the placement and signage of the owner name and address. Rex will follow up to make sure our ordinance does not conflict with the DNR requirements. The final revision wording will be made and this will be held until the Fence Ordinance is ready for Board approval. A Public Hearing will be scheduled once the Township Board has approved the changes for both the Fence and Floating Dock Ordinances.

New Business:

1. Brenda Michalski made a request for “Site Plan Approval” by the Planning Commission for a six-foot fence. Her request was to allow the construction of a six foot fence to prevent viewing of her neighbors yard and the various items and articles that have been allowed to accumulate. She stated that the fence would screen these items from her view and would improve the quality of their living invironment. Mrs. Michalski was asked to bring site plan drawings of her property and the exact location of the fence that she would like to construct to the next Planning Commission meeting.

2. We discussed items that we wanted to include in the newsletter for the December Tax mailing. Rex passed out a revised copy of the last mailing that was sent out in a tax mailing and the commission reviewed the items and are to forward to Rex any additions that should be included in the mailing. The deadline for this letter is will be November 17, 2010, at this time it will be given to the Township Board for inclusion in the tax mailing.

3. Rex presented to the commission a “Draft” list of item that the Planning Commission could or should be working on the next year. The commission is to review and edit the list for the next meeting.

4. A discussion was held on the frequency of meetings for the Planning Commission and the plan for the next year is to meet on a monthly basis. The final schedule of meetings for 2011 will be determined at the December 8, 2010 meeting.

5. Rex and Colin made a request to the Planning Commission asking for input on the upcoming presentation to the Township Board on possible revisions and updates to the Master Plan and the Zoning Ordinance.

6. Rex and Colin will prepare and make a presentation to the Township board at their November meeting. This presentation will include the work required to update our Master Plan and revise the complete zoning ordinance to reflect these changes and the MZEA of 2006, as well as the change to Civil Infractions as opposed to Criminal Misdemeanors as a method of ordinance enforcement. We will also define the necessary work to prepare a package to request a quote from professional firms to assist in the development of the revised zoning ordinance and Master Plan.

Next Meeting Date: November 17, 2010 @ Following Township Board meeting.

Motion to adjourn by Colin Combs, was seconded by Tony Reale. The meeting was adjourned @ 11:35 A.M
