September 17, 2014
Meeting called to order by Supervisor Colin Combs at 10:03 AM with everyone
standing and reciting the Pledge of Allegiance.
Roll Call: Taken by Clerk Wilton as follows: Supervisor Colin
Combs, Treasurer Jim Cooper, Clerk Kathy Wilton, Trustees Dan Barren and Gary
VanWambeke were all present along with 12 interested citizens.
Public Comment: Bob Balzer from Gladwin EDC spoke about the
poker run that was sponsored by EDC and the Chamber of Commerce. It was a great
success with 100 participants of which 36 had never been to Gladwin County
before. They road a variety of ORV designated roads and are looking forward to
the connectors that will allow the crossing of M-30 to the east. He also spoke
about MiSpot no longer selling service in Gladwin County and the possible effect
it will have on broadband expansion. Balzer asked for everyone to check on the
puremichigan.org website to see all the great events that are going everywhere.
Vince Barry asked about the phone calls coming from 3rd party providers for
natural gas. Combs read a letter from Harmony Nolan from Consumers stating it is
acceptable but to make sure you are making informed decisions.
Road Commissioner Larry Miller spoke about the Secord Dam bridge work that will
be done within the next month. The bridge will be closed for approximately a
week. Fire Chief Shaver requested that the road commission not shut 2 roads down
at the same time due to the length of time it would take to get to the west side
of the township. Miller stated he would bring that to the road commission's
attention and see what they could do. Three Rivers road was nearly finished with
work for this year and Lakeshore was still being worked on.
Carl Kerr reported on a tree service called Undercut Tree Service that he used
for some trees to be taken down. They asked for the money upfront but never
finished the job and he reported them to the sheriff's dept. He was told there
were other complaints about the same service.
Correspondence: Read by Wilton: Minutes of various meetings
were received, cooking class was being offered through MSU Extension for
non-profit groups who serve food on September 29th and the color tour fly-in
would be October 4th at the airport with breakfast being served from 9 to 11.
Minutes: Minutes of August 20, 2014 were reviewed. Motion by
Barren/VanWambeke to accept as presented. M/C

Motion by Barren/Wilton to accept the treasurer's report as presented. M/C
Bills to be paid: Wilton presented the bills to be paid as
follows: General $18,975.35 Fire Fund $2,139.85 and Payroll $6,690.00
Motion by VanWambeke/Barren to pay the bills. M/C
Guests: County Commissioner Sandra Aultman reported on county
business. MSU and 4H will have a millage proposal on the November ballot of .11
mills. Deputies will be attending new classes, U.S.D.A. Grants have been
submitted for a new vehicle for the sheriff's dept as well as one for secondary
road patrol. The library is doing well and being utilized. There will be no more
night meeting due to lack of interest and there will be a classes for
supervisors called chain of command through emergency management.
R&R Assessing: Kelly was unable to attend but did send the
L-4029 report to be reviewed and acted upon as follows: operating: 0.6106, fire:
1.2303, road construction and maintenance: 2.25 and mosquito: .45. Resolution

Whereas, the Board of Secord Township recognizes the need to establish for
property tax millage, waste removal, lake weed, mosquito control and street
light rates to be levied December 1, 2014, the Township Board resolves that the
following rates be assessed at the Secord Twp Board meeting September 17, 2014.
Millages:

Discussion followed about the mosquito millage being up at the end of 2014. We
will have a special election in 2015 for renewal.
Committee Reports:
Planning Commission: Carl Kerr reported for the committee. There is a special
public meeting to be held on October 18th at 10 am for zoning changes in the
master plan. Barren questioned the proposed change of 120 acres to commercial on
the south side of Secord Dam Rd at M-30. More to be discussed at the meeting.
Motion to hold public hearing on October 18th by Combs/VanWambeke. All ayes.
M/C. Motion to approve Master Plan as final presented. All ayes. M/C Zoning and
Ordinances will be separate plans. Kerr also reported 2 variance hearings will
be coming up soon.
Fire Board: President Martin Holmes reported: 16 runs were
dispatched, 13 rescue and 2 fire and 1 weather. Still looking for someone to
climb the tower to put up new equipment. They would like the grant writer to
apply for a rescue rig and a replacement of the 15year old pumper/tanker. Motion
by Wilton/Combs to pay the grant writer $500 to write the grants with the
understanding that if we don't get it this year he will reapply at no charge.

Fire Chief: Chief Fred Shaver reminded everyone to call MISS
DIG if you are doing any digging in your yard to avoid gas lines and electrical.
It is very costly if you accidentally hit a line without having them marked.
Shaver reported on the recent drowning in the lake. They are going to be looking
for a boat that can be used in all conditions. Also they are applying for a
grant through the ParPlan for an upgrade to the jaws of life. They have received
the new helmets already and the rest of the equipment from the recent grant will
be coming in the next few weeks. Their collection of 'Fill the Boot' for MDA was
$5,373.00. There will be an open house at the fire department on October 12th
from 11 to 6pm. He invited everyone to participate and learn about the
department and fire safety.
Constable: Hurry reported everything is in compliance and
turned in her paperwork.
Roads: Lakeshore will won't be done for a few weeks yet. Bridge
expansion joints on Secord Dam to be done in October and the road will be closed
for a week. Once the 5 year plan is finished 97% of the residents in Secord Twp
will be on paved roads. 2015 plan was reviewed. Motion by Wilton/Combs to submit
plan. This is a synopsis: 3 brinings of dirt roads, sector 1 crack-seal, paving
of Lakeshore 1.2 miles (from Hay Twp line north), reconstruction of Beech,
Center to Youngs, UltraThin overlay on West River Dr. from M-30 to Beaver Ct and
including Beaver Court. Total spending $234,500 for township share. The county
will be paving Three Rivers road in the section that has been under
construction.
Zoning Administrator: no report
Ordinance Officer: 1 issue is still being worked on.
Other Business:
Mosquito Spray: Done for the year. APM Mosquito control 810-766-9423 or

Verizon Tower: Work continues. Goal date is September 30 to be done and running.
Consumers Natural Gas Project: Questions or comments call Eric Larson
517-788-0419. The southwest corner of Secord is now being set up for a natural
gas project in 2015.
Lake Weed Committee: Combs reminded everyone that if Aquatic Nuisance doesn't
have your water well information, it will effect the type of spray that is
allowed to be used. Treatments are done for the year. Ray will be asked at a
meeting coming up to attend w/ the next treatment plan.

ORV connectors: Still waiting for MDOT approval.
Hazardous Mitigation Plan: Wilton attended the meeting w/ Emergency Director
Hill. They are requesting information on any natural event that has happened
over the last 30 years. If you have something to report you are asked to contact
her officer. 426-6871. This will all be documented into a plan for the future of
the county.
FEMA: nothing
Wilton reminded everyone: Absentee Ballots applications are available for the
general election in November.
Roof repair: 2 companies submitted bids. Lakeshore Construction gave a bid after
looking at the project for just roof repair of reverse pitches of $1,750 and bid
of $5,750 for roof repair and construction of 2 porch extensions over the
sidewalk above each door. JP Contracting gave 2 bids: 1 of a whole roof
re-shingle of $9,000 and 1 for the roof repair of reverse pitch of above both
doors of $2,850. Motion by Combs/Cooper to go with the Lakeshore bid of repair
and porches. Roll call vote: VanWambeke yes, Barren no, Wilton yes, Combs yes,
Cooper yes. Barren would have preferred just the repair be done. 4 yes/1 no M/C
Bridge work: Combs discussed the request from the road commission that we pay
the extra amount that was quoted for the bridge repair. Originally it was
$25,000 and is now $33,000. Motion by Combs/Cooper not to give the road
commission the extra money of $8,000 as requested. Barren, Wilton, Combs, Cooper
aye. VanWambeke nay. 4 ayes/1 no. M/C
Public Comment: Jim Munro stated he has had no response from Consumer's on the
the restoration. Davey's tree service has left a lot of debris to be cleaned up
from trimming the trees under the power lines. Combs to give Munro different
phone numbers.
LouAnn Hurry asked if more snow could be left on the road shoulders for snow
snowmobiling.
Diane Tinsley asked if the mosquito millage could be a flat fee instead of being
based on property value.
Mike Fagan asked about Mr. Seib's property and the proposed change in zoning and
the impact it would have on him and his heirs or sale of property.
Road Commissioner Larry Miller reminded everyone he was running again for the
position and asked for everyone's vote in November.
Vincent Barry requested final figures when they come in for the mosquito control
spray.
