PLANNING & ZONING COMMISSION
PUBLIC HEARING MINUTES
NOVEMBER 4, 2009

In Attendance: Thelma Mitchell, Rex Rowe, Tony Reale, Mike Fagan, Jim Carroll and Mickey Hetherington

Absent: Colin Combs and Jenny Carroll

The hearing was called to order at 10:00 AM by Thelma Mitchell, Chairperson. The Pledge of Allegiance was recited.

Roll call was taken.

The Hearing was opened at 10:02 AM by Thelma Mitchell. She gave the rules and the purpose of the Hearing. This Public Hearing is held to consider the following Proposed Zoning Additions and Amendments to Secord Township Zoning Ordinances:

1. Decks, Porches and Balconies Ordinance
2. Aerator, Bubbler, and Free Flowing Well Ordinance
3. Wind Energy Conversion Systems and Solar Panels Ordinance

After Thelma read the Ordinances the meeting was open to comments from the audience.
• Ted Jozefowicz addressed the committee with the question of why permits are necessary for solar panels. Rex explained that we need some kind of control on what is installed. This ordinance is in the early stages and will be worked on by the committee in the coming months. Ted J. also stated that he felt that Bubblers should not be allowed at all on the lake.
• Elaine St.Louis asked the committee if the wording on the Wind Energy Ordinance could be stated on ground only. At this time the committee is still working on this Ordinance and the wording will stay as is until further work is done. She stated that there is already an aerator on the lake that is very dangerous.
The Hearing was closed at 10:22 AM. The Planning Commission members then discussed the Ordinances. The only concern was the Aerator, Bubbler and Free Flowing Well Ordinance and under Article2.c. open water shall not exceed 10 feet. It was decided by the committee to stay at 10 feet at this time. Jim C. suggested that we do not charge for the Wind Energy Special Use Permit at this time. The board agreed to this and the Ordinance was changed to reflect that.

A motion was made by Tony R. and seconded by Rex R. to adopt as amended, Changes, Additions and Amendments of Secord Township Zoning Ordinances. A roll call vote was taken with all members attending voting yes. The Ordinances will be presented to the Secord Township Board for final approval at the December meeting.

The next meeting of the Secord Planning Commission will be December 9, 2009 at 10:00 AM.

Motion was made by Mike F. to adjourn, 2nd by Tony R. at 10:30 AM.
