SECORD TOWNSHIP SPECIAL BOARD MEETING
Supervisor Pat Dean opening with the Pledge of Allegiance to the Flag called the meeting to order at 1 PM. Treasurer, Jan Alley, Clerk, Kathie Hart and Trustees Mike Fagan and Vince Barry were present. Dean advised that the purpose of this Special Board Meeting was to address Clement Township’s query if Secord Township was interested in participating in the upgrade of Pineway Drive, the only road situated in Clement Township currently not paved that services both Clement and Secord residents for access. Clement Township needed a communication from Secord prior to their next Township meeting on November 7, 2007 in order to assess costs and establish their own priority of road programs for 2008. Dean provided a history of past communications with Clement and concerns of the condition of the road from Secord residents that are dependent on Pineway Drive to access their residences in the Thendara Subdivision. He reiterated the fact that the Secord Township attorney had been contacted and stated that Township money could not be used for this project since the road was owned by Clement and that a Special Assessment District would need to be established for the 96 taxpayers using the access. He provided a Gladwin County Road Commission cost estimate for the Secord residents to be approximately $50,825.00 or a total assessment to each resident of approximately $600.00. He then finished his introduction on this topic with the statement that the meeting being held was to decide if the Secord Township Board was willing to pass a resolution to commit ”in spirit” at this time. An extensive discussion ensued with the Board and meeting attendees discussing their thoughts on the subject. Board members that reside in the Thendara Subdivision stated that they had contacted some residents and the general response was that they were for the proposal knowing it would take a special assessment. Concerns from members of the Secord Road Commission included recommending a set amount to be paid by residents to the history of problems incurred with clay in our area and overrun costs that might be incurred; further history of attempts to address the problems encountered by resident using Pineway Drive and concerns regarding the fact that the request should be tabled until after the Secord Township road millage that will expire in the upcoming year is renewed. Dean reiterated that public meetings needed to be held regarding the establishment of the Special Assessment District prior to entering into any final agreement and a contract must be agreed to between both Townships concerning the project, their respective obligations, project time frame and method of payment. Motion by Dean and Hart to pass the following resolution: RESOLUTION 07-08 Be it known that the Secord Township Board resolved on Monday, October 29, 2007 at a Special Board Meeting, that Secord Township will participate with Clement Township on a 50/50 basis for the preparation and blacktop of Pineway Drive currently estimated to cost a total of $101,650.00 of which Secord Township residents will contribute approximately $50,825.00. Upon completion of the work proposed, all further maintenance and repair of said road will be the responsibility of Clement Township. This resolution is pending the Clement Township Board acceptance of the terms and inclusion of the proposed project in their 2008 Road Program.
