Secord Township Regular Monthly Minutes
12-15-10
Meeting called to order by Supervisor Barry at 10:04am with everyone in
attendance reciting the Pledge of Allegiance.
Clerk Wilton called roll call of the board. Supervisor Vince Barry, Treasurer
Jim Cooper, Clerk Kathy Wilton, Trustees Elaine St. Louis and Colin Combs were
all present along with 37 citizens.
There were no public comments.
Correspondence was read by Wilton. Sunday sales of liquor during the morning
hours were the topic of several pieces of information. Members of the board
requested more information for the next meeting.
Minutes of 11/17/10 were reviewed. Motion to approve as presented by Cooper/St.
Louis. All Ayes.

Motion to approve the treasurers report as read by St. Louis/Barry. All Ayes.

St. Louis asked Cooper about the FDIC limits on funds. Cooper stated that he had
checked on that with Chemical Bank and everything was covered for the township.
He also stated that representatives from Chemical were coming later in the day
to go over some new services with him and Wilton.
Wilton read the bills to be paid as follows: Payroll totaling $4,692.40. General
Fund totaling $59.295.08. Fire Fund totaling $730.63. Motion to pay the bills by
Combs/St. Louis. All ayes. M/C
Guest speakers: County Commissioner Josh Reid. He announced that a Freedom of
Information request had been received by the county for the manger to be removed
from the lawn. A balanced budget had been adopted, gypsy moth counts are down,
ORV maps will be getting out by springs, the fuel farm at the airport is still
being worked on, courthouse security is being updated, and the FEMA Flood Maps
will be released soon.
Kelly from R&R Assessing announced that Board of Review was finished for the
year, field work would be finished that afternoon, and assessment notices would
be sent out in February.
Gary Hicks from Republic Waste spoke next. He stated he was just checking in to
see how things were going and he answered questions from the board and from the
audience about service in the township.
Planning Commission chairman Rex Rowe announced a public hearing on January 12,
2011 at 10:00am to address fences and floating docks and ice shanties. The
commission has been talking to people about the Master Plan update and hope to
have a bidding document ready in a few months. Monthly meetings are going well
and there were only 7 zoning appeals in 2010.
Fire Board chairman Russ Norton gave a report. There were only 4 runs in
November. The tanker went in to the repair shop on December 6th for brake work.
The next fire board meeting will be on January 10, 2011 at 7pm at the township
hall.
Constable Maxine Larson called her report in to Wilton. All inspections had been
done and all is well.
There was no road committee report.
Zoning administrator Jim Carroll reported 2 variance requests and 2 land use
permits were issued following the requests. He also clarified that ALL
trailers/mobile homes need to be inspected prior to permits being issued for
them. There was some question due to the wording in the yearly newsletter.
Ordinance Enforcement officer Bill Whitten gave a written report to Barry. 2
citations were issued this month and they are waiting for court dates at this
time.
Other Business:
Supervisor Barry announced that Board of Review was done and principal
residential exemptions were being done. He also addressed the error on the
newsletter garbage rate was incorrect. The correct amount is what is on the tax
statement. He thanked all those who helped stuff envelopes and send out the tax
bills along with the newsletter. Kathy Halloran, Connie Reale, Jan Alley, Pat
Dean, Maxine Larson, Micky Hetherington, and Patt Barry all did a great job
working together to get everything done.
Jim Cooper announced that tax payments were coming in and the final date is
February 28th to have them paid.
Wilton stated that the floors in the township hall would be done on December
29th.
The entire township board wished everyone a Merry Christmas and a healthy,
prosperous New Year.
Everyone was invited to stay after the meeting and enjoy the potluck luncheon.
