SECORD TOWNSHIP BOARD MEETINGS Public Comments – A Sabourin addressed the Board regarding his concern about a petition that had been circulated and requested a copy of the petition be provided to him. Mr. Sabourin was advised that he needed to submit his request in writing to the Township Supervisor. Motion by Cooper and Dean to approve the minutes of the November 19, 2008 monthly Township meeting. All Ayes. MC Motion by Hart and Barry to accept the Treasurer’s report as read. All Ayes. MC General Fund $349,350.53 Fire Fund $75,198.06 Fire Fund Capital Res. $44,499.49 Garbage Fund $87,451.99 Road Fund $313,280.09 Thendara Spec District $10,897.86 Weed Fund $177,403.71 Total $1,058,081.73 Motion by Dean and Combs to pay the bills for November – Payroll checks #15628 - 15650 totaling $3,821.30. General Fund checks #15651 – 15661 totaling $217,665.96. Fire Fund checks #15662 - 15667 totaling $528.55. Dean explained that bills included a charge from the Gladwin County Road Commission for the Pineway project with Clement Township (Thendara Special Assessment District) advising that the actual cost was $55,000.00 - $17,750 over cost estimates. Dean then explained the negotiations with the Road Commission resulted in the County using Forest Funds to lower the amount charged to Secord Township to the previously quoted cost of $37,700.00. All Ayes MC J. Reid, County Commissioner, provided and update from the Commissioner’s meeting which included the status of the 2009 budget; the ORV Ordinance; library expansion; park and recreation self funding operations; that the EDC was attempting to get defense contract work located in Gladwin and that Gladwin County unemployment rate was currently 12.1% indicating 1,250 residents without employment. B&K Appraisal advised that next year’s property SEV would stay the same but taxable value would increase 4.4%; discussed commercial and industrial status and advised that new construction review had been completed and updated in the files. Planning Commission Chair, T. Mitchell, provided an update on the last meeting advising that the current board had been reelected to their positions held last year. Mitchell also discussed fence violation issues and advised that Planning Commission meetings would be held on the following dates for 2009 – April 8th, May 13th, July 8th, August 12th, October 14th and December 9th. Fire Board Chair, R. Norton, reported on monthly runs and requested Board support to repair the garage door opener that was broken specifically stating that parts would cost $320.00 with installation being done by F. Delecki for free. • Motion by Dean and Barry to purchase parts and repair opener. MC Road Commission Chair, G. VanWambeke, provided the status of recent roadwork advising signs had been posted on Pineland and Whispering Pines and provided a brief update on next year’s roadwork. Dean provided an update on outstanding junk, well and septic issues specifically stating that the demolition work required for 302 Ash was proceeding as required. Motion by Hart and Barry for acceptance of Resolution 2008-08 as follows: • WHEREAS, The Township Board of Secord Township recognizes potential problems that might be encountered by the Township regarding current Secord Township Ordinances and WHEREAS, the newly elected Township Board of Secord Township recognizes the need to ensure all Secord Township residents of our commitment to enforce all current published Township Ordinances including Ordinance 2000-01, Junk Ordinance, 2000-02, Blighted Structure Ordinance and 2000-03, Inoperable Motor Vehicle Ordinance NOW, THERFORE LET IT BE RESOLVED that the Township Board of Secord Township on December 17, 2008 affirms their commitment to enforce compliance with established Ordinances. • Roll Call was taken – All Ayes – Resolution Passed Motion by Dean and Hart to accept new members for the 2009 Board of Review, E.
