SECORD TOWNSHIP BOARD MEETING December 20, 2006 Supervisor Pat Dean opening with the Pledge of Allegiance to the Flag called the meeting to order at 10 AM. Treasurer, Jan Alley, Clerk, Kathie Hart and Trustees Mike Fagan and Vince Barry were present. Motion by Barry and Fagan to approve the minutes of the November 13, 2006 meeting. All Ayes. MC Motion by Hart and Fagan to accept the Treasurer’s report as read. All Ayes. MC General Fund $291,507.39 Fire Fund $75,362.96 Garbage Fund $95,015.81 Road Fund $205,632.59 Weed Fund $144,261.50 Total $811,780.25 Motion by Alley and Fagan to pay the bills for November – Payroll checks #14387 - 14420 totaling $3,333.51. General Fund checks #14421 – 14427 totaling $96,904.02. Fire Fund checks #14428 - 14433 totaling $1,117.54. All Ayes. MC
Dean reported that he had received a communication from the Corps of Engineers regarding weed control in Secord and Smallwood Lake. Dean advised the Corps that we were interested in a possible $200,000 grant for them to review our weed control problems. Guest, Josh Reid, County Commissioner, reported that Butman Township had established recycling hours at the Township Hall from 8 AM to noon on the last Saturday of the month; Billings Township broke ground on their sewer project; County Commissioners were researching ending homelessness in Gladwin County; moving the firing range away from the animal shelter and provided updates on Wiggins Lake, EDC success and ORV trails. Fire Board Chair reported on November runs; installation of grates in the fire barn and that the Board would be reviewing 2007-2008 budget items requested by the Fire Chief at January meeting. Planning Commission Chair, Mitchell, provided an update of the December 6, 2006 meeting which included Board elections (members and offices remained the same), dates for 2007 meetings, a request regarding rezoning from commercial to residential for the northeast corner of Lakeshore Dr. and Secord Dam Rd. and advised that Commission proposals to Township zoning and ordinances would be presented to the Board at the January meeting.
Dean provided a report from a Gladwin County Road Commission meeting held to update townships on future roadwork in the county. Report included the fact that due to County budget restrictions both brining and roadwork would be curtailed in the upcoming year. Effect on Secord Township is as follows:
Dean reported on the progress regarding easement and junk enforcement issues with the Township attorney – specific issues being addressed are the seawall overlap on township property and a potential donation of the right of way access for subdivision owners. Motion by Hart and Alley to accept the following citizens for appointment to the 2007-2008 Board of Review – full time – E. Chervus, J. Douglas and D. Kelly. Alternates – E. St. Louis and G. VanWambeke. MC Motion by Fagan and Barry to accept Resolution #06-04 – A resolution to not refund any tax overpayment of $5.00 or under due to the fact that postage and administration costs would exceed that amount. Resolution Carried – All Ayes. Motion by Barry and Dean to amend Resolution #2000-15 – To authorize the Treasurer to impose a $25.00 bad check fee on the checks which have been submitted to the bank twice, which the writer of the check has not rectified within 10 days of notification.
