SECORD TOWNSHIP BOARD MEETING
March 16, 2005
REGULAR MONTHLY TOWNSHIP MEETING – 10:00 AM

Supervisor Pat Dean opening with the Pledge of Allegiance to the Flag called the meeting to order at 10 AM.  Treasurer, Jan Alley, Clerk, Kathie Hart, Trustees Vince Barry and Mike Fagan were present.   

Motion by Barry and Fagan to approve the minutes of the February 16, 2005 Township Meeting with the following correction – the Road Commission report that upcoming Secord road work would include W. River Rd – correction – s/b W. River Dr.  MC

Motion by Barry and Fagan to accept the Treasurer’s report as read.  All Ayes. MC

General Fund  $275,208.08

Building Fund  $    1,904.72 

Fire Fund  $  95,510.87

Garbage Fund  $138,744.80

Road Fund  $206,893.12

Weed Fund  $220,522.74

Total                $ 938,784.33

Motion by Barry and Fagan to pay the bills for February – Payroll checks #13391 - 13412 totaling  $2,921.73.  General Fund checks #13413 – 13423 totaling  $75,323.56.  Fire Fund checks #13424 – 13433 totaling $1,258.38.  Building Fund checks 110 – 112 totaling $56,717.22.  All Ayes.  MC 

Correspondence received included meeting minutes from Commissioners meetings in February 2005 and

a memo from the county Clerk’s office regarding the upcoming school election.

Gladwin County Commissioner, J. Reid, provided an update on Commissioner meetings; Hay Township sewer feasibility study and the implementation of new 911 Advisory Board, which includes P. Dean, being appointed as a member.

B&K Appraisal had no report but Dean stated that the Board of Appeals meetings had been completed. 

Fire Board, T. McCarthy reported runs for February and an update regarding DNR assistance in acquiring grass fire extinguisher equipment. 

Road Commission discussion included the following:

Motion by Fagan and Barry to accept County Contract #04-08 – work to be performed – On west branch Dr starting at Pinehurst Rd and going NW for a total of .7 miles, prepare plans and build ready for blacktop.  All Ayes. MC

Motion by Dean and Alley to accept County Contract #05-11 – work to be performed – On Bomanville Rd., from Three Rivers Rd, east 2 miles, place blacktop.  Work will include pulverizing, brining, prep work, shoulder work then bituminous paving – total cost to Township - $7500.  All Ayes. MC 

Zoning Administrator, Carroll, provided update on land use permits and variances.  Motion by Dean and Alley to rescind approved lot split, LS04-04, Property ID: 130-024-404-001-00, property address, 2121 Fornier RD.  All Ayes. MC 

Building Committee Chair, Chamberlain, provided an update on status of new hall; current costs incurred for construction; interest received regarding disposition of old hall and a detail of cost estimates for equipment needed to be purchased for the new hall. 

Dean reported that a renewal contract proposal had been received from RWS for waste removal.  Proposal includes extended contract for 5 years with current provisions carried over with the exception that yard waste pickup would be extended until November 30th.   Pricing for services during the 1st year of extended contract to remain the same as prior year. 

Dean advised that 2005 – 2006 budget meetings would be held at the Township Hall as follows – General, March 22nd at 10 AM and Fire Department, April 11th at 7 PM.   

An announcement was made that the Secord Lake Eagles had presented a check to the Fire Department for $550 to cover the cost of a new ice rescue suit.

Motion by Alley and Barry to adjourn at 10:40 AM.

SECORD TOWNSHIP BOARD MEETING
Preliminary Budget Meeting
March 22, 2005

Supervisor Pat Dean called the meeting to order at 10 AM.  Treasurer, Jan Alley, Clerk, Kathie Hart, Trustee Vince Barry were present.  Trustee Mike Fagan was excused.  

The Board reviewed actual costs incurred fiscal year to date; revenues received then the Board proceeded to assign budget figures for anticipated expenditures for the 2005- 2006 fiscal year.   It should be noted that this was the first budget meeting and additional work will be performed prior to preliminary budget submission to the Township at the May 2005 meeting. 

Motion by Alley and Hart to open sealed bids received regarding disposal of the old township hall at the April 20, 2005 meeting.  All Ayes.  MC
